Robert Mansell is a Senior Fellow of the Institute for Sustainable Energy, Environment and Economy (ISEEE), and Professor in the Department of Economics at the University of Calgary.

Dr. Mansell received his PhD in Economics from the University of Alberta with a specialization in econometrics and regional/resource economics (1975). He subsequently joined the Department of Economics at the University of Calgary where his teaching has included courses on public utility regulation, industrial development, and regional economics. He also served as Head of the Department of Economics and Dean of the Faculty of Graduate Studies (1996 to 2003).

In addition to serving on a large number of committees, councils and task forces at the University of Calgary, Dr. Mansell he has served on the Revenue Forecasting Review Panel for the Provincial Treasurer, the Canadian Academy of Engineering Energy Pathways Taskforce, and the Boards of Directors of the Alberta Energy Research Institute, the Canadian Energy Research Institute, the Alberta Ingenuity Centre for In Situ Energy, and the Van Horne Institute.

Dr. Mansell has acted as an expert witness before many energy and utility regulatory bodies, such as the National Energy Board, the Alberta Energy and Utilities Board, the BC Utilities Commission, and the Ontario Energy Board. He has authored over 100 studies on energy and regulatory issues as well as many other studies on regional economics.
